The release emphasized that no taxpayer funds will be used for transition-related expenses, aligning with Trump’s promise to safeguard taxpayer dollars. An ethics plan is already in place and will be publicly accessible on the General Services Administration’s (GSA) website. Landing teams will integrate with federal agencies and gain access to necessary documents and policies, with team members disclosed to the Biden administration under the agreement.

Trump had faced criticism from Democrats for not finalizing the memorandum sooner. Senator Elizabeth Warren (D-Mass.) recently sent a letter to the GSA, criticizing the delay.
With the agreement now signed, incoming officials can receive security clearances and briefings. The FBI will also begin vetting Trump’s Cabinet and key nominees for suitability, a process aimed at identifying any potential issues, including criminal or ethical concerns.
The GSA highlighted that the agreement allows for the provision of essential resources such as office space, IT equipment, vehicles, and other logistical support necessary for a seamless transition of power.
